The Government of Ethiopia submitted an ambitious updated Nationally Determined Contribution (NDC) with a goal to reduce greenhouse gas emissions by 68.8%, requiring an estimated $316 billion in financing. A critical barrier to achieving this goal was a significant capacity gap within key climate sector institutions. These institutions lacked the specialized expertise to develop high-quality, bankable project concept notes that could attract funding from major international climate funds like the Green Climate Fund (GCF) and others.

The Role of Fokabs:
Fokabs was engaged by the AfDB to address this challenge directly. Our role is twofold:

  1. Capacity Building & Training:We design and deliver a comprehensive, tailored training program for Ethiopian government officials. This program covers essential topics in climate finance, donor market surveillance, and the specific technical and financial requirements for developing bankable concept notes that align with donor criteria, particularly the GCF’s.
  2. Hands-On Concept Note Development:We provide direct, on-the-job mentoring and technical leadership to staff from three key institutions: the Ministry of Urban Development, the Ethiopian Wildlife Conservation Authority, and the Ministry of Water and Energy. Our experts work side-by-side with national staff to identify viable project ideas and leads the end-to-end process of drafting, reviewing, and finalizing three high-quality proposals ready for submission to potential funders.

By combining targeted training with practical application, Fokabs empowers Ethiopian institutions with sustainable skills and delivers tangible, fund-ready outputs to help mobilize critical climate finance for the country’s NDC goals.
