The Expert Deployment Mechanism – Climate Action Africa (EDM-CAA) initiative, funded by Global Affairs Canada (GAC), deploys Canadian climate change experts to partner with governments, NGOs, the private sector, civil society organizations and post-secondary institutions on targeted, short-term technical assistance in support of implementation of the Paris Climate Agreement in Sub-Saharan Africa– with a focus on climate governance, mitigation (renewable energy and LULUCF), adaptation (water and agriculture), and increasing women’s participate and leadership in climate actions.
The Economic Commission on Cattle, Meat and Fish Resources (CEBEVIRHA), the executive agency of the Economic and Monetary Community of Central Africa (CEMAC), is responsible for implementing regional policies on livestock, fisheries, and aquaculture. The six CEMAC member states—Cameroon, Congo, Central African Republic, Gabon, Equatorial Guinea, and Chad—face increasing climate challenges, including recurrent droughts, erratic rainfall, desertification, and floods. These shocks undermine agricultural productivity, weaken food systems, and exacerbate conflicts over scarce natural resources. Women, children, and pastoral communities are disproportionately affected by these vulnerabilities.
To respond, CEMAC launched the 2025–2035 Strategic Action Plan to build climate-resilient food systems and strengthen regional agricultural policies. However, some critical components—including the operational plan and resource mobilization strategy—required alignment with climate adaptation objectives, gender considerations, and consistency across all six member states. This technical assistance aims to finalize and operationalize CEBEVIRHA’s 2025–2035 Strategic Action Plan.
Fokabs Role
As the lead technical expert organization, Fokabs is responsible for designing and delivering the technical assistance through the following activities:
- Strategic Review:Assessed the CEBEVIRHA 2025–2035 Strategic Action Plan to ensure coherence with national adaptation plans, NDCs, and regional policies.
- Operational Planning:Developed an operational plan integrating climate adaptation, food security, and gender-responsive measures to support implementation at regional and country levels.
- Resource Mobilization:Designed a financing strategy to secure climate and development funds, with clear targets for partners such as GIZ, FAO, AfDB, and the African Union.
- Stakeholder Engagement:Conducted consultations with ministries, regional institutions, private sector, civil society, and community representatives (including women and youth) across CEMAC countries.
- Capacity Building and Validation:Organized workshops to strengthen institutional knowledge, validate outputs, and ensure inclusive participation in the strategy finalization process.
- Communication and Reporting:Drafted a regional communication framework to standardize progress reporting and highlight adaptation benefits for vulnerable groups.
