The Green Climate Fund (GCF) Project Preparation Facility (PPF) was established in 2016 to provide support to Accredited Entities (AEs), including DAEs, in preparing funding proposals for project and programmes for submission to GCF. Support from the PPF can be requested by all AEs and by applicants that are deemed eligible for the project-specific assessment approach (PSAA). The objective of the PPF is to provide AEs with technical and / or financial resources to allow development of innovative and impactful climate risk mitigation and adaptation projects and programmes for GCF consideration. By doing so, the PPF also promotes enhanced access to GCF resources, a greater balance and diversity of the GCF project pipeline, and improved quality of projects and programmes that align with the goals of countries under the Paris Agreement.

Scope of PPF Assignments:

On each PPF request, Fokabs and other service providers would be expected to develop, in partnership with the AE, the following outputs in support of an investment-ready FP for GCF consideration. These outputs are expected to be completed within 2 to 18 months of the assignment by the GCF, depending on the scope of the studies to be undertaken and country context:

1) Pre-feasibility studies, feasibility studies, modelling and baseline studies, which may include market studies, value chain analysis, or site-specific appraisals to identify and design appropriate project or programme activities.

2) Assessment of the project/programme against the six GCF Investment Criteria of climate impact, paradigm shift, sustainability, needs of the recipient, country ownership, and efficiency and effectiveness of mitigation and adaptation activities.

3) Assessment of climate impact potential of mitigation and adaptation activities, which may include calculation of Greenhouse Gas (GHG) emissions reduced or avoided, adaptation beneficiaries made more resilient or adaptive capacities enhanced, project or programme specific baselines, validation of assumptions of expected impact with or absent the project interventions, and identification and use of appropriate methodologies and frameworks.

4) Risk assessments, which may include analysis of risk mitigation instruments; site-specific climate hazard, risk and vulnerability assessments; financial management and capacity assessments on executing and implementing entities for the project or programme.

5) Economic and financial analysis and/or cost-benefit analysis to support calculation of financial and economic rates of return of the project; sensitivity and scenario analysis; justification of the financial methodology used and justification of the project activities and GCF funding.

6) Logical frameworks, including identification of relevant project or program level indicators (including gender responsive and disaggregated indicators), baselines, targets, and setting frameworks consistent with the GCF Integrated Results Management Framework.

7) Environmental and Social Safeguard studies, which may include:

  1. Strategic or Regional Environmental and Social Assessment
  2. Environmental and Social Management Framework
  3. Environmental and Social Impact Assessment
  4. Stakeholder Engagement Plan including a Project-level grievance redress mechanism
  5. Depending on a specific project, the following may be further required to address GCF requirements:
  6. Integrated Pest Management Plan and/or Integrated Vector Management Plan
  7. Resettlement Action Plan

iii. Livelihoods Restoration Plan

  1. Biodiversity Management Plan
  2. Indigenous Peoples Plan or Community Development Plan

8) Gender studies, which may include: (a) Gender Analysis, including an assessment of the baseline situation (b) Gender Action Plan, including targets based on the baseline of gender issues (c) Incorporation of gender-responsive indicators and targets in the logic framework of the funding proposal

9) Pre-contract services, including development of terms of reference, bid documents, procurement documents, requests for proposals, expression of interest or pre-qualification criteria for use as part of the Funding Proposal.

10) Other advisory services, such as legal, financial, tax, regulatory advisory, or other services necessary to help structure the financial transaction or develop the Funding proposal.

11) Funding proposal drafting support, including finalization of Funding proposals integrating input from the review conducted by the GCF Secretariat and the Independent Technical Advisory Panel to the Board of the GCF.

12) Workshop and stakeholder consultation organization, including travel arrangements for AEs to participate in project stakeholder engagements, site-visits, and other engagements necessary for development of the funding proposal.
