To help address the multiple challenges faced by the development of the sustainable energy sector in Madagascar, this joint United Nations project financed by the SDG Fund aims to establish an innovative financial ecosystem for sustainable energy in Madagascar. The project was developed and is implemented by UNDP, UNIDO and UNCDF in partnership with national institutions including the Ministry of Economy and Finance and the Ministry of Energy and Hydrocarbons. The main objective is to help the government, and the private sector of Madagascar develop a financial ecosystem that supports the development of investment projects in clean and renewable energy through the strengthening of the technical and financial capacities of public and private actors, so that they can promote innovative and sustainable financing mechanisms at the national level and access those available on the global market. The project is structured around three major interrelated components: the establishment of a sustainable energy incubator, the creation of a financial derisking facility and the development of the technical and institutional capacities required for the creation of national structures or mechanisms enabling the financing of major investments.

Fokabs’ role was to:

  • Evaluate the project’s intervention strategy, including the project’s relevance and added value.
  • Assess the effectiveness and efficiency of the project in helping Madagascar develop a financial ecosystem that supports the development of investment projects in clean and renewable energy.
  • Determine the extent to which the project has mainstreamed gender and strengthened the application of human rights-based approaches in its interventions.
  • Provide strategic and operational recommendations to strengthen the project’s activities.
  • Conduct the MTE interviews and field visits in coordination with the Project Team.
  • Presenting the initial findings and prepare draft MTE report.
  • Carry out the overall design, writing, quality assurance and finalisation of the final MTE report and the audit trail indicating how all observations from the MTE Reference Group and other stakeholders were addressed.
